Oil prices were volatile, with prices soaring to $147 per barrel and then falling again. Several flag carriers were sold or restructured and a number of low-cost, long-haul carriers stopping flying altogether. Passenger numbers, cargo volumes and load factors fell, causing further tremors in the industry. IATA expected the global airline industry to post losses of US$5.2 billion in 2008, noting that there seemed to be no limit to the crisis. But, here at EUROCONTROL, there were also some positive points. Spring saw a high note with the acceptance of the SESAR Master Plan and Work Programme, an event which paved the way towards the establishment of the SESAR Joint Undertaking, the launch of which took place at the end of the year. EUROCONTROL underwent a process of modernisation and reform to ensure that it is fit for purpose. Stakeholders were given a much more active role in the management and decision-making processes. The Agency itself was restructured, enabling it to better meet expectations and to prepare itself for future tasks and functions. Various partnership projects were carried out: CANSO, IATA and EUROCONTROL signed a five-point plan to reduce fuel burn and emissions and ACI Europe and EUROCONTROL agreed to join forces to combat airport congestion. We also kept up our efforts to align SESAR with NextGen, the United States?air traffic management modernisation programme. 2008 also saw the publication of the 2008 Challenges of Growth study, the third in the series and based on EUROCONTROL抯 forecasts. Skyway readers can find the conclusions and findings of this study in this edition. On the whole, the forecasters are optimistic that the air transport industry will emerge from the troubled financial times that they are going through now and that the prospects for growth are good ?perhaps even too good, for there could be as many as 2.3 million unaccommodated flights by the year 2030. This is the end of my first year at EUROCONTROL and it has been a fascinating one. I thank all who helped make it so productive ?staff and stakeholders alike.
